[2.0.23] Quality scrolling in decider combinator is not possible

Quality scrolling with Alt isn't possible, while holding an item in the decider combinator

If pressing Alt and try to scroll with an item in the curser the quality of the item doesn't change.
If the GUI of the decider combinator is left the scrolling works as expected.

If the item is clicked and the item selection is opened the scrolling works as well.
Seems to be a problem specific with the area in the decider combinator. Tried in some other places and didn't notice it somewhere else.

Didn't notice it had to do something with that, because no scroll bar was visible and in the train it seemed to work.

Maybe change it in the decider combinator at least while no scroll bar is visible.
I mean this area is not available, even while no scroll bar is visible.
