[2.0.23] Water cane on wetland blocking super-force build of rail ramp

Consider the following set up:

The highlighted water can is on jellynut wetland soil.

Now I'm trying to super-force-build a rail ramp:

As you can see it fails, with the tile containing the water crane marked in red, and the confusing error message about not being able to build in wetland soil.

Destroying the water cane allows me to super-force build:

Note that this issue appears to only occur in certain specific situations, in particular I cannot reproduce it if:
  • I horizontally flip the rail ramp (so it is the high portion that is colliding with the water cane)
  • I try to super-force build something other than a rail ramp
  • The water cane is not on wetland soil, but instead on solid ground
  • There is no water cane
In particular, I get the same issue in several other places on gleba (e.g. south of my ghost rails in the attached save).
This is easily checkable by holding shift while dragging a rail ramp ghost (I'd expect it to always be green as I have unlocked landfill and cliff explosives).
