Is this a bug or a feature? Can I design the platform assuming that loaders can pass items through the asteroid harvester?

Thanks for the report. Issue is now fixed for 2.0.25.

What exactly? Will the inserters be able to or will the loaders no longer be able to?

Loaders will not be able to insert into asteroid collectors, they were only checking if prototype allows item insertion but were not checking if entity itself allows item insertions.
