[Lou][2.0.14] Offshore Pump visual flashing

When connecting a large fluid storage to an offshore pump, the display on the right-hand side flashes until the fluid network is over 80% full

steps to reproduce:
1: place offshore pump
2: place a single tank connected to the offshore pump
3: hover mouse over the offshore pump

attached is a small clip of the bug in action
