[2.0.14] Recipe with no item ingredients' quality can be set by signal

By connecting foundry with constant combinator set to "Holmium plate (Lengedary)", it shows the recipe "normal holmium solution => legendary holmium plate".

After providing holmium solution, it produced some normal holmium plate rather than lengedary as it displayed in recipe.

Thanks for the report. For 2.0.16 i made the "Set recipe" to ignore quality if the recipe selected has no item ingredients.
