[2.0.14] Inserter Arm Behaving Strangly When Low Power

I encountered an issue where the inserter highlighted below gets stuck in weird positions as the power output of the factory decreases as it moves towards Fulgora. I expected that it would continue to move, just slower than normal, like all of the other inserters do on the platform. In order to reproduce, load the included save file and wait until the platform arrives at fulgora.

Thanks for the report. The inserter tries to swing for a specific item but because of the slow movement speed while low on power the item has moved too far away and it has to pick a new item - it repeats this over and over because items keep moving out of reach.

The answer is simple: you need more power.
