1. What did you do?
- created a crusher with the recipe Carbonic Asteroid Crushing (rare quality)
- copied it into a blueprint
- selected the parameter for the recipe, selected the value and tried changing the quality of the recipe

no quality dropdown showed

It happens 100% of the time if the quality of the recipe > normal.
It happens sometimes when the quality of the recipe == normal.
Machine type does not seem to matter (tried on crushers and assemblers)

Not a bug.
There is a rule, that when you use any other than normal quality in the source, it is expected the quality is preserved from the source. (For example, one parameter used with different qualities in a single blueprint).
If you use only normal quality for the parameter, you can then select quality when parametrising.
So you need to change the recipe to use normal quality, and then you can parametrise it.
