[Genhis][2.0.14] Robots trapped in roboport coverage gap

Hi,

while playing I've noticed these funny robots running out of power over the ocean and returning to the original change port. This is not in line what was posted in the fff about better robots (https://factorio.com/blog/post/fff-374).
Expected: Robots run out of energy over the ocean und go to a roboport that is closer to their target than the one they departed from.

Thanks for the report, this is fixed for 2.0.23.
