This configuration of rails makes it impossible to place this signal. The signal cursor only snaps to the curved rail, and can't be [R]otated to the other orientation to attach to the elevated rail.
Ditto for a straight rail with the same signal position as the curved rail.

I was able to switch between placing the signal to the ground rail and elevated rail via G (Toggle rail layer).
Trying to put the signal in that position when both rails are on the same level indeed did not work - only curved rail position was available.
Trying to workaround it by placing the straight rail first, then signal, then curved rail, put the signal into Cannot divide segments error state.

I am aware of this scenario and thats why i made G (toggle rail layer) binding usable here.
