[2.0.11] Remote view mouse panning is not cancelled when opening tech tree

During remote view, you can hold left mouse button to pan the camera around. I do that a lot.

I also have the setting which force-opens the tech tree once the research queue is empty.
This opening of the tech tree does not stop mouse panning, and since the map is still visible in the background of the tech tree it leads to a very confusing experience when selecting a new tech.

How to reproduce:

1. enter remote view
2. hold down left mouse button and start panning the camera
3. press T to open technology screen while left mouse button is still pressed
4. move the mouse or click on any technology
