Because the character is building new rails, but the map has legacy rails, there is unexpected trouble trying to connect existing rails with new rails. I just did the tutorials again because I was curious if/how they changed, but this might confuse new players.
The level also seems to assume trains can magically turn around without needing a turning loop (if this is a personal setting, I couldn’t find it). The effect being that you need to demolish parts of the existing building and need to create weird loops with signals if you want something working.

The problem with the required loop (or double locomotive for which there are no refueling options) was already in v1. It's confusing indeed when you are trying to rebuild the base as it was before it got destroyed.
Maybe it's time now to finally fix this, devs? Will certainly improve experience for new players.

There seems to be 100 legacy straight rails (the track leading to the western outpost).
The rest (central base, eastern, and southern outpost) have new rails. Most of rail remnants are also legacy, which look fine in horizontal and vertical direction, but new diagonals would look better, IMHO.
