[Twinsen] [1.1.109] Strange and inconsistent behaviour of "Game Menu" and "<user> has paused the game" dialogs

while hosting a multiplayer game, if you press ESC then select "pause game", you get both the "game menu" and "<user> has paused the game" dialogs

if you press ESC in this state, the game menu goes away leaving only "<user> has paused the game"

but if you press ESC again you're left with only "game menu" but the game is still paused. This is the state which I don't think is intended. ESC should just toggle the game menu.
