[boskid][1.1.95] Train menu shows cargo full bar completely green, but train is not full

All trains in my current factory, when both loading and unloading, show a full green bar instead of the expected partial bar depending on how full the train is, despite the train not being full.

Attached:
- Recording showing train menu and wagon content.
- Factorio game log.
- Save with mods.
- Save loaded as vanilla (still exhibits bogus behaviour).
