[2.0.20] Space platforms not dropping requested items

- What did you do?
I built a lot of space platforms (~30) to supply my base on nauvis with iron ore, calcite, and space science.
- What happened?
Several of the platforms aren't dropping their items despite the surface requests not being remotely fulfilled, plenty of space being in the cargo landing pad, and thousands of cargo bays being connected. I particularly notice this when it's space science not being dropped, since it limits my research speed.
- What did you expect to happen instead? It might be obvious to you, but do it anyway!
I expect all the platforms to drop their stuff to fulfill requests provided there is space in the landing pad and enough cargo bays to accept it.
- Does it happen always, once, or sometimes?
Most the platforms work and send down their items, but some don't. If I force them to drop items by putting them in the drop slots manually, they're start dropping items automatically again. I don't know if this causes other platforms to stop working, but it might.
My random guess is that there's a hard throughput limit per planet on cargo pods that cannot be raised by adding more cargo bays. That's very unfortunate if so, and seemingly unnecessary, since seemingly the only reason to limit it is performance reasons. One should expect a performance hit if they spam something like space platforms.
Attached is my save. Space science platforms 3, 4, 19, and maybe others are filled with space science and idle, despite there not being nearly enough delivered to the surface to satisfy demand.
