[Lou][2.0.21] Can't place rail ramp on top of Gleba's floating plants

Requirement: When installing the rail ramp, please dismantle the plants and stones before installing the rail ramp.
It interferes with areas that need landfilling.

I have the same issue. I was placing a rail blueprint and the water cane blocked all of my ramp ghosts.

FYI: Version 2.0.28 set water cane's protected_from_tile_building flag to false, so now it no longer blocks automatic landfilling. I guess other listed entities will need the same flag.

Thank you all for the reports.
Muche is correct in that addition of protected_from_tile_building to water cane fixed the issue for water cane, however the actual issue was that build mode (normal/forced/superforced) information was incorrectly not passed to the logic that was gaging autofilled tile buildability. Fixed for 2.0.31
