The "Cannon shells" And the "Explosive cannon shells" Have the exact same recipe and are plural
The "Explosive rocket" Is singular and requires its predecessor the "Rocket" to make.
Because these recipe's seem similar I got confused why both the naming and the recipe's aren't consistent, It would be move intuitive to make the "Explosive cannon shells" singular and require a "Cannon shells"
I checked other recipe's for the same inconsistency and didn't find any.
I hope you can agree with me on this one and change it but feel free to tell me otherwise.

A bigger problem is they aren't really rockets, they are missiles.

I fixed the plural.
The recipe is the same, as this is different case. Explosive rocket is actually stronger, but the cannon shells are just different specialisations.

If they don't track their targets they probably qualify as RPGs (rocket-propelled grenades).
