[0.12.2][Twin]Unable to set Smart Inserter circuit condition

If the Option "Use item groups" is disabled/unchecked under Options/Other, Smart Inserters are unable to correctly display a window for selecting the item for the Circuit network condition. Instead only the title displays "Set the Filter". The Option "Use item subgroups" has no effect on this behavior. Enabling/checking "Use item groups" restores the expected functionality to the item select window.
