Playing with my friend over hamachi (network tunneling tool) we can only start on a new map or load a small map (smaller than radar coverage without scanning) because he gets timed out while downloading the map. the map is still uploading at the time, so it definitely not a timeout. So he gets thrown out before the upload is completed for no reason at all. When reconnecting he starts the download at 0 again, about halfway through the timeout bar starts again, and he gets dropped just before finishing the download.
Also can't play over ipv4, even though port is forwarded. tried a different port, too.
edit 1: setting latency to 2 seconds "solved" the issue. except it's unplayable
edit 2: narrowed it down to 700ms. I suspect the map upload/download messes up the ping, which is then above the selected latency for the server. that's rubbish though.
also switch to tcp. transferring game data with udp doesn't make any sense at all.

Also the upload bar twitches all over the place, the numbers are consistent though

We have changed the timeout mechanism to be super relaxed during map upload / download. This should fix the uploading on slower lines. If the problem persists in 0.12.2 please report again
