Internal Mod Creator

I'd like to try to create an internal mod creator as a mod. However, to do this, I'd need to be able to load a prototype inside control.lua script. I also would need to create a GUI with a simulation (an idea for a preview feature). Is this possible? I know the game's engine has a lot of useful features, but am I able to use them all?
