Placing stone tiles in Space Exploration 0.3 removes LTN station's light and combinator

I took this opportunity to completely change collision masks around for 1.13.2.

The stop now has the same collision mask as base stops. It should be no longer possible to build LTN stops next to entities preventing placement of IO entities.
