Some installed mods confused about ver. 0.17 vs. 0.18

Some of the mods I installed to use with ver. 0.17.79 of the game report in the in-game mods panel, "Factorio version: 0.18 Incompatible with current version of the game," and don't work even though these mods are described as being compatible with game versions 0.17-0.18 or even older.
Updating the game to ver. 0.18.0 or 0.18.3 causes some of the working okay mods I was using to no longer work, with the game's mod panel reporting, "Factorio version: 0.17 Incompatible with current version of the game," and those mods are also described as being compatible with game versions 0.17-0.18 or older.
For example Squeak Through works fine for me in 0.17.79 but does not in 0.18.0 or 018.3 even though the mod's web page says it is compatible with game versions 0.13-0.18.
I've tried reinstalling the game. This is a Windows/Steam version. What am I doing wrong?
