Hello, everyone!

After reset settings i can't use Copy-Paste, Destroy, etc. functions. Only ALT-mode.
For use this functions i need learn "Construction robotics".
BUT. After first learning i don't need anymore learn this for future games for use functions.

Correct. This is to simplify the game for new players, and is not a bug.
