[0.13.20] Normal frequency for resources not so normal?

Playing "almost" vannila game -- the only mods I have are RSO, FARL and Blueprint String. The RSO was disabled when I started the game and I didn't turn it on again.
This is the map:

All resources, except oil, are set to normal frequency/very small/very rich. Oil has been set to big, as far as I recall, with the same frequency. Biters are set to normal/medium.
For my - unexperienced, mind you - eyes the above does not look like a map generated according to that settings. It's more like a RSO world with frequent-ish biters. Do note, please, that in such vast area, I had three iron ore patches, including starting one. One of them I needed to connect with railway - it was that far. Same pertains to copper. But then again oil - in abundance.
Question is whether RSO even when disabled interfere somehow with world generator? Does the game cache map settings even after restart (I noticed that when I restart a freshly generated map that I don't like, new world looks strangely similar - if old world had forests, new one would also have forests, water would be of the same size)?
