Timescale seems to correlate with framerate

hey guys I'm not sure if this is a bug but it's extremely annoying and should be changed if it's intentional;
When I'm playing I normally get 60 FPS but if I want to watch a video or something on the other screen sometimes I will only get 30 fps and for some reason when the game slows down to 30 FPS it seems to lower the timescale by about half at the same time as if I had used game.speed = 0.5.
This can easily be reproduced with Bandicam or DXTory by limiting the framerate.
Factorio 0.8.8 x64
Windows 7 Ultimate x64
Core i7 950 3.06 Ghz
24 GB 1600mhz DDR 3
GeForce GTX 590
