[0.12.22] Issues with shortcuts in a multi-user environment

Sometimes we play at work, and it's a networked multi-user Windows setup. Generally this works, but the other day, while trying to delete some outdated mods, we ran into this:

- The shortcuts refer to non-existing folders (for example the mod folder). This is because the actual mod folder is located elsewhere per the multi-user environment setup. As such, Windows complains the shortcuts refer to a nonexisting location when you try to use them. If you're clever enough you can still find the mod folder in the configured location, and so can Factorio itself, of course.
- The shortcuts specify a different "start in" folder based on the original installing user. I'm not sure if this actually causes any problems.

I think you can use %AppData% instead of C:\Users\username\AppData\Roaming directly in the shortcut to make use of Windows figuring it out for you.

This seems to be the limitation of the install software we use.

You can always use the zip package to have completely independent installations.
