[2.1.14]Inserter filter fails to work properly

When the outer side conveyor belt within the red rectangle becomes fully jammed and gets fixed manually(im not certain whether inner side blockage can trigger this bug),the filter configured inserters in the blue oval will ignore their filter setting and drop items onto the upper conveyor belt. Only one single type of item gets dropped each time. The manual fix consists of attaching an extra conveyor belt section to its upper right side.

I am unable to understand what exactly is being reported as a bug or how to observe the exact behavior, when i run this save file (on 2.1.17) it keeps working fine. Moving to Pending until extra details are provided.

How do I reproduce what you're describing? Can you please provide exact steps?
