I have a space science ship that harvests calcite from space and does a roundtrip from Navius to Vulcanus (where it has a request for 3000 calcite)

The ship sometimes gets stuck waiting for requests at Vulcanus

It appears a rocket is getting lost? The ship says "waiting on rocket" and says 500 calcite pending from vulcanus, but the request is something like 5000/3000 (so fulfilled), and if I manually click, to depart, the ship just leaves. The 500 never appears to be delivered.

Save is huge, but it is repeatable, and I can provide.

I have hit the same problem, it seems requests get stuck in limbo when you import something from a planet, but also make it on the platform, and the on-platform production pushes it over the threshold while it's importing. I have uploaded my save here: https://0x04.net/~mwk/repro.zip (the culprit is blue chips on the Freezer Express platform; I have to regularly give it a nudge to go to the next station).
