Glitching inserters on space platform

Have attached video, the inserter seems to get "stuck" while swinging over empty space and space platform tiles.
If more info is needed, let me know

I'm pretty sure you're low on power. I'm guessing it's trying to match the position of items on the belt but runs into issues at low power.
