[2.0.43] Inserter at half power behaves strangely

The inserter in my picture below behaved very strangely. It seemed to be stuck extending and retracting, and that limited its rotation.
Conditions to occur:
1) have a yellow inserter picking up from the corner of a belt like in the picture
2) be on low power (I was on 50%)
3) have the lane close to you have items going past often but not
Expected result: inserter would rotate and pick up items, at low speed due to power but still in one fluid motion
Observed result: inserter just kept extending and retracting and never rotate
