After removing the water pump, the boiler was constantly full of water

As boilers have a pass-thru pipe segment (not visible in UI), once water in it is used up (in about 90 seconds), the buffer shown in UI will start depleting as well.
Most likely a duplicate of
119796 Electrolyte is replenished without having a source.
