[2.0.28] Transport belt production limited to 180/s per Foundry

As above, mostly because of low insertion limits or lubricant buffer limits. Similar recipes scale with the crafting speed like splitters or underground belts but this doesn't. Good to unify this aspect across the board.

This is a different case from what raiguard focuses on because there you are not hitting the 6k/s cap. Automated insertion limits for ingredients must be adjusted in all transport belt recipes for iron plates, iron gear wheels, transport belts, fast transport belts, express transport belts, and tungsten plates. Lubricant is just one of these. The logic should be identical to all underground belts and splitter recipes.

PS: The logic of scaling automated insertion limits with crafting speed should be identical across all recipes in Factorio to fix the problem forever and never come back to this again.
