[2.0.21-5] Certain builds not producing any quality outputs

I have a plastic build set up on Nauvis with cryogenic plants and beacons.
Each cryo plant has 8x quality module 3 in it.
There are two stack inserters filtered to normal quality plastic, and a second filtered to any => uncommon quality. The uncommon quality are sent to a train station with no train set up to pick up anything, so any uncommon that have been made would be in the chests.
This build has made zero plastic bars of non-normal quality.
With 12 cryogenic plants each with ~200-300k products finished, I would expect roughly 20% of those to be uncommon but zero have been produced.
I have a similar problem with the low density structures build as well. 4x quality module 3 with beacons and no non-normal quality items have been made. This one I set the filter for less than uncommon and greater than or equal to uncommon incase the filter wasn't working correctly on the inserter but that doesn't seem to be the problem either.
Other builds like the green/red/blue circuits quality seems to be working fine.
