[2.0.21]Belt loop stopping despite slack mechanism

Vesion: 2.0.21 (build 80595 expansion, win64)
One of my space platforms keeps getting it's sushi belt stuck as it fills up. However, the belt has a double splitter on it to maintain slack. As I watch it, it eventually fills that, despite having a single yellow belt in and out, without any items added in the splitter section. I can switch the input and output priorities to one side, and it will eventually start spilling over to the other side anyways.

1. I was on Volcanus and got an alert of no ammo on a turret on the space platform "Ice Machine". It had backed up due to a sushi belt overflowing. I added the double splitter to give slack and ensured that the splitters and belt between were empty. I then connected it to the loop.
2. Some time later I got another alert that the ammo to a turret on Ice Machine was empty. The belt had stopped again. I cleared the splitters again and watched as it slowly started to overfill the slack mechanism.
This hasn't happened on other sushi belt setups I have. I have not been able to reproduce this manually, so I've attached the savefile.
3. I expect the belt loop to never fill up, since the two splitters have exactly one yellow belt input, and one yellow belt output, with two belts inbetween.

That's a different issue. I'm aware that belts stop when full. This belt should be unable to fill though, unless a yellow belt is exceeding it's max output. Or is it a case of items moving backwards/stopping momentarily on the belt when items are inserted into small gaps?
