What did you do?

Rushing "Getting on rails like a pro" achievement
Playing with two my friends (I am the host). I have done achievement recently (v1.1), they haven't.

Steps:
1. Saving before locomotive crafting
2. My friend made locomotive
3. Nobody happend
Then I rehost game from save before crafting

1. Me made locomotive
2. One of my friend got the achievement
3. Another friend didn't
Then my friend which didn't get achievement do this steps:

1. Change his locale to english (from russian)
2. Start solo game
Then he got an achievement

Looks like achievement trigger is a bit of chaotic

What happened?

Achievement didn't triggered but conditions are ok

What did you expect to happen instead?

Achievement must be triggered

Does it happen always, once, or sometimes?

Sometimes, read "what did you do" section
