[2.0.13][(build 79912 expansion, linux64)] Quality on fast machines

I think there might be a bug with quality modules not working in certain circumstances.
I put down an Assembling Machine 3 with 4 Quality Module 1 (Rare) and the materials to create: 110 Boilers, 43 Steam Engine, 136 Electronic Circuit, 898 Copper Cables. The assembling machine was surrounded with 10 beacons each holding Speed Module 1 (Normal) (total crafting speed 3.375 (+170%)).
Not a single item came out with quality.
I think placed an Assembling Machine 2 with 2 Quality Module 1 (Uncommon) outside the beacon area and enough material to craft 766 Copper Cables. 20 of those ended up having Uncommon quality.
Perhaps having some items without quality in the output of the high-sustain setup prevents the quality option to be picked most of the time. Since the total quality bonus of the first setup is 6.4% while that of the second setup is 2.6, I would have expected something different.
I will attach a save game near the setup with the respective output.
