[2.0.7] No quality Items being produced.

I had prepared a world for the expansion in order to skip a few bits in the early game.
I produced a ton of solar panels for my base and filtered out higher quality ones for my space station. However, with 4 quality modules 2 and 10000 solar panels produced, there was not a single solar panel above common.
then, testing it in a new world with editor mode, i noticed that i would never get quality outputs no matter what modules i put in.
Steps to reproduce (for me, also shown in attatched vieo):
start new game
Paste blueprint as many times as you want
No outputs greater than common (= normal items) were produced in a span of 10 minutes
