The "underground wires" are represented by the coverage area. Not the same thing thus. The cables themselves also don't take any room, it's the poles that do. Personally, I've not run into any situation where I couldn't place them due to lack of room. I use mainly substations, they're a bit more expensive but you need fewer of them and it's easier to hook them up to Big Poles. Where I don't have room for substations, the Medium Poles are used.
Does it look messy? Well, that's a matter of preference I suppose. I rather like the look of that copper wire grid.

So when there is no power pole in the way, there will be something else in the way.
