There is no such limit, you can even set the bookmarks on https://mods.factorio.com/library/bookmarks in the browser.

How do you know Steam has anything to do with it? Can you provide an error message screenshot? I find your claim hard to believe. It makes no sense at all. It would make more sense if you claimed the opposite, that you need a verified purchase on your Factorio.com account. And if you had a Steam purchase then you could get a Factorio.com-key, and vice versa, so there's no issue anyways. The mod portal at mods.factorio.com has nothing to do with Steam so Steam can't have anything to do with your issue. It's showing that the account you are logged in with does not own a license to the game. This has nothing to do with steam.

ohhhhhh i have to have bought the game here or on steam ohhhhhhhhh
but still, it would be nice if anybody could use bookmarks.
also i have it on switch. (ik not moddable)

Since you are not loading them into the game, there is no functional difference to making a browser bookmark, which imo is a reasonable thing to do.
