I haven't found a bug report made about this.

1. Open the upgrade planner that contains a Normal Burner Inserter & Legendary Burner Inserter
2. Hover over Legendary Burner inserter. It shows Rotation speed and Max. consumption should increase with quality (teal diamond icon). However the actual stats are equal to that of the Normal burner inserter.

Expected:
Normal burner inserter: 281deg/s & 144 kW
Legendary burner inserter: 702deg/s & 360 kW (placed/ghost preview are correct)

Got:
Legendary burner inserter: 281deg/s & 144 kW (only inside upgrade planner)

Thanks for the report. I'm going to say this is fine as is. The source is a range, or specific quality, while the destination is always a specific quality. I could make it show for the destination, but it doesn't always make sense to show for the source. Showing it for one side but not the other would just invite more bug reports.
