Hi there,
I hope the attached log is the right one.

I did try to place a (Roboport) Ghost on the cliff right over the character. The Ghost did not appear. I was able to place a Ghost next to the cliff, but not on top of it. I expected the Ghost to appear on top of the cliff and the cliff to be marked for deconstruction.
It was easily reproducible: I selected a roboport by using Q while having my cursor on top of the roboport next to me. Then I tried to place its ghost on top of the cliff by pressing left mouse button.

I found that when I place blueprints over the cliff, it works as expected. When I tried to place any building, the ghost did not appear.

I'm also having this issue with all natural obstacles which would normally be marked for deconstruction when placing a ghost over them. No ghost is placed, no deconstruction order is made, it does nothing at all when I click.
