[2.0.21] Panel clickthrough.

Clicking through entities.
E.g. when clicking on an assembling machine, the tile (e.g. Dirt 1, Cracked lichen dark) behind the assembling machine will be clicked.
The bug report is about the factoriopedia panel.
I think I also had this issue in other panels in previous factorio releases versions but could not reproduce that in the newest release.
Also did not found anything about this in the changelog, so I am not sure if this could also affect other panels.

Reproduce clickthrough type 1:
1. Place an entity (e.g. assembling machine, belt, power pole, etc.)
2. [Alt + Click] it
3. [Alt + Click] it again or another entity while keeping factoriopedia open.
You now clicked the tile behind the entity, e.g. the grass tile behind the assembling machine.
Reproduce clickthrough type 2:
1. Open research panel.
2. Select a research to view details
3. [Alt + Double-Click] an item in the research effects list.
You now clicked the entity behind the research panel.
This way you cannot click through buildings/belts/etc., the buildings will be clicked.
Does it happen always, once, or sometimes?
Always
