I can increase Laser Turret Damage before I have Laser Turrets researched.
Also information about increasing Personal Laser Defense Damage is missing.

Energy weapons damage 4 gives a damage bonus for combat robots tier 2 type "distractor", energy weapons damage 5 furthermore adds a bonus for the combat robots tier 3 type "destroyer". None of the combat robots require the laser turret technology. Why exactly do you think I should have to research laser turret tech in order to enjoy the damage bonus for my combat robots? The tech itself is called "Energy weapons damage" not "Laser turret damage" because it affects more than one entity.
I think the dependency is deliberately kept minimal to the tech "laser" which the tier 2 combat robots depend on. As pointed out earlier, the tooltip is fixed for a future release. IMHO, the dependency is not a bug.
