[0.17.4] Laser Turret Speed 5 does not have Utility Science Pack as a prerequisite

Laser Turret Speed 5 does not have Utility Science Pack as a prerequisite. It shows as an available tech to research even before I've researched Utility Science Pack or all of that tech's prerequisites.
