[2.0.13] Quality blueprints lose quality when storing in blueprint library or exported to string

1. What did you do?
I placed the following blueprint book into the blueprint library

2. What happened?
The blueprints lost their quality

3. What did you expect to happen instead?
I expected for the blueprints quality to not get reset when placed in the blueprints library

4. Does it happen always, once, or sometimes?
It happens every time

This happens with individual blueprints, upgrade planners, and deconstruction planners placed in the library as well. Imported blueprint strings from books also do not store the quality information.

How do you make such a thing, in editor mode? In normal game you can only do this (and it saves fine):

Quality blueprints can be obtained by putting them into a recycler containing quality modules

I have attached a save with a blueprint book in the spaceship on Nauvis at (0, 0) that this can be replicated with. Putting this blueprint book into the blueprint library will wipe the quality attributes from it.

I am not considering this to be interesting thing to fix. Primary reason for allowing blueprints in recycler is for voiding unnecesary items.
