[0.17.60] Combat Robotics 2 should require Laser

Distractor capsules use lasers, but they no longer require Laser tech to build in 0.17.60.
In previous versions, the tech tree went: Laser -> Military 3 -> Combat robotics 2
Now that Laser requires blue science, it was removed as a Military 3 prerequisite.
Laser should be added back in as a prerequisite for Combat robotics 2.
P.S. Please don't move to "not a bug" until V453000 sees this. Thanks.
