This bug appears to be still not fixed, or has broken in some new way. I encountered the exact same issue with the new version of Slipstream Chests as I had last time. Item-on-ground entities continue to stack up on the belt if I use game.canplaceentity to make the check.

Thanks for the report. It's been fixed for 0.12 with a test to make sure it doesn't break again.
