[0.9.8] Bots wait for job

Today I had this situation: Bots want to fill laser towers into a storage chest, but the chest was full. But some other storage chest where free (again). But they still wanted to place all items in this full storage chest.

When I put one laser tower into another empty storage chest the whole situation where cleared within seconds.

If I remove some roboports there and rebuilt, it works again.
