[0.9.3] constructing bot ignore chests in the yellow area

the construction bot survey the larger 100x100 area but only uses for storage the smaller 50x50 area

it makes impossible to have storage chests on the ready for deconstruction purposes, as logistic robot simply fills them up with junk from all provider chest in the area

Well, I thought a while about it and I tend more to not a bug.

The point is: only the chests in the logistic area (the inner) are visible for the roboport. And even then: they prefer to put the stuff into chests, which already contain the same item.

I've two ideas, will post them in suggestions.

@mf-: he means, that when placing it inside the logistic area, the storage chests are filled by the contents of the provider chests. The point is in my eyes, that placing storage chests in the construction area doesn't guarantee, that the cbots don't fill the storage chests in logistic area. Just doesn't make sense.

I believe this is not a bug, by definition, only chests in the logistic coverage area are used for logistic purposes.

it's ok, the new passive chest allow to have the storage space free for the construction bots
