windows 8.1 added a new compatibility mode for old programs, which basically works like the retina 200% mode for scaling app as in osx
factorio menu are irresponsive while in this mode. the workaround is to go in compatibility and disable the automatic scaling for non highdpi programs
I think the exe will need a flag or something to tell to windows 8.1 that it supports highdpi so it doesn't get kicked in autoscaling mode

Solved 2 issues for me:
One with full screen missing pixels at the bottum and right side of the screen:

and the other one, is that resolution is 10x beter then before.
even the gui 2x smaller!!. more info on the screen, and even see more items in big chest mods etc. Even wel hovering over a provider chest, i can see more items that are in my logistichs network.
i think this should be build in. or at least in the "know issues" for windows 8.1 users, that they need to change it manually.

Why do you have the 200% scale then? When you don't want the stuff to be scaled up?

for example, on high resolutions monitors or screen, u use op scale scaling 200% for text etc, so it is still readable on your screen. because a resolution of 1900xsomething with 100% scale, on a 15"4 inch screen you cant read the text (to small in size), so you scale that up to 200%. But interface / menus etc stays te same. (some icons may increase in size too) but the rest stays the same.
Now when you run factorion on sutch plafrom and screen settings. Then factorio scales up the inferface. big menu, less space visable on storage chest.
And while your at a resolution of 1900xsomething with windows, then you see factorio in a screen that looks like it runs in 1024xsomething
changes to option to disable, from the link i posted, scales the game back to 1900xsomething. And got 4or 5more rows extra too see on storage chest. beter menu / interface. everything looks clean the way it should be.
see also the printscreen in the link to see resolution diffrence. look at the toolbelt, best way to see that in bottum picture the belt is a bit smaller in size.

this only applies to windows 8.1 that introduced the DPI scaling option (windows 8 or lower don't have this)

why peope scale up, (most don't) you buy them directly with 200% scaling pre-installeed.
* laptops, high rest, small screen.
* HP computers/ Dell etc / pre installed in combination of a high res monitor

Ok, I could set the dpi awarness flag, but the problem is, that these methods are not win xp compatibile.
P.S. I have laptop with 2860x something with 15"4 and I would never try to scale it up, everything is perfectly readable and I can see much more stuff on the screen. That is the main reason for higher resolution isn't it?
