I like the idea of expanding the end game goal of preparing the planet for colonization. Something to strive for beyond the end game goal of Rocket Defense.
On the start up screen, and option can be provided to allow for the player to select the size of the colony (from 1,000 to an infinitely high number) in increments of 1,000. To prepare for the colonists, you have to provide specific structures, so the colonists can just move in, for the glory of the empire/republic/federation.
These can include Landing Pads, for Colony ships to land on, Barracks to house the colonists, Hospitals, Schools, Town Centers Markets, Farms, Independent Power and Water Supply. Waste Recycling Center, Road, Cars and Mass Transport, Entertainment facilities.

So alongside the rocket defense, you need to design a functioning city? Or would this be after the (first) colony ship lands?
This is very interesting. I think Ill fiddle around with some concepts for city building game play. (MoColony anybody?) If i don't make colony simulation in factorio myself, Ill work on some modules for MoLogicCore to allow another modder to.
Im Thinking we have the game play like it is now up to the point where the first colony-ship lands. After which you are given a city hall.
The city hall would act as the "brain" of your city. When you choose the location of your city you are given access to the city foundation recipes.
City buildings will be divided into several groups.
Residental: Housing for colonists.
Utility: Stuff your colonists need to survive. (Hospitals,Firehouses)
Agriculture: Generates Food for your colonists.
Industry: (I cant really think of anything unique to put here. The game is about factories after all.)
Moral: Anything from parks to grand monuments in your honor.
To add onto the city you need to craft the building foundation of the structure you want.
After placing the building foundation, the structure itself is built over time and becomes operational once construction is complete.
